29 CFR 1926.454(a): The employer did not have each employee who performed work while on a scaffold trained by a person qualified in the subject matter to recognize the hazards associated with the type of scaffold being used and to understand the procedures to control or minimize those hazards. a) Jobsite - The employer did not develop and implement a training program for employees on the recognition, evaluation, and control of hazards associated with scaffolding operations, on or about 9/11/15. Alberto El Romero was previously cited for a violation of this occupational safety and health standard or its equivalent standard 1926.454(a), which was contained in OSHA inspection number 633298, citation number 1, item number 1, group b, and was affirmed as a final order on 3/19/2013, with respect to a workplace located at 1412 S. 19th Street, Philadelphia, PA 19146.
