29 CFR 1926.1053(b)(1): The side rails of portable ladders used for access did not extend at least 3 feet above the upper landing surface, or was secured at its top to a rigid support that will not deflect and along with a grasping devise to assist employees mounting and dismounting the ladder. a) Jobsite: North side of structure - On or about 5/9/14, the portable ladders used for access did not extend 3 feet above the upper landing surfaces to assist the employees in mounting and dismounting the ladders. The employees were performing framing operations from the second level of the residential construction building. b) Jobsite: West side of structure - On or about 5/9/14, the portable ladders used for access did not extend 3 feet above the upper landing surfaces to assist the employees in mounting and dismounting the ladders. The employees were performing framing operations from the second level of the residential construction building.
