29 CFR 1926.1053(b)(1): Where portable ladders were used for access to an upper landing surface and the ladder's length allows, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface being accessed: a) 6202 Germantown Ave., Philadelphia, PA 19144 - The employer did ensure that the rails of a portable ladder used by employees to enter and exit an excavation approximately 11 feet deep extended above the upper landing, thus exposing the employees to fall hazards. This condition was observed on August 16, 2019. Freedom Construction Inc. was previously cited for a violation of this occupational safety and health standard, which was contained in OSHA inspection number 1239480, citation number 1, item number 2, and was affirmed as a final order on December 28, 2017, with respect to a workplace located at 1735 Brandywine Street, Philadelphia, Pennsylvania.
