29 CFR 1926.1053(b)(1): Where portable ladders were used for access to an upper landing surface and the ladder's length allows, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface being accessed: a) Lot 16 Cumorah Ave. Center Valley, PA - on or about April 21, 2017, employees were using an extension ladder to access a roof, but the ladder did not extend at least three feet above the landing surface, exposing employees to falls greater than 6 feet. Ultimate Development, Inc. was previously cited for a violation of this occupational safety and health standard or its equivalent standard 1926.1053(b)(1), which was contained in OSHA inspection number 1175607, citation number 1, item number 5a, and was affirmed as a final order on December 1, 2016, with respect to a workplace located at Lot 13 Center Valley, PA.
