Text For Citation: 02 Item/Group: 004 Hazard:

29 CFR 1926.1060(a): The employer did not provide a training program for each employee using ladders and stairways, as necessary, which would enable each employee to recognize hazards related to ladders and stairways and train each employee in the procedures to be followed to minimize these hazards: Each employee using portable ladders is not protected from falling in that they are not trained to recognize the hazards and know the procedures to be followed to minimize these hazards. New Homes Construction, Inc. does not ensure that each employee has been trained to recognize and minimize hazards associated with the use of ladders. This violation was most recently observed at Block 14802, Lot 89, 6 Mimosa Court, Sicklerville NJ where worksite company employees were exposed to fall hazards when utilizing two separate aluminum extension ladders that contained missing feet, visibly damaged rungs, etc. At the time of the worksite inspection, these employees had not received any ladder hazard recognition training or training on procedures to be followed to minimize these hazards from the company. This condition was noted on or about 10/06/16. To abate this violation the company must ensure that all of their employees have been trained so that they can recognize hazards related to ladders and stairways and that each of these employees know and follow procedures to minimize these hazards. New Homes Construction, Inc. was previously cited for a Serious violation of this Occupational Safety & Health Standard or its equivalent standard, 29 CFR 1926.1060(a), which was contained in OSHA Inspection Number 1040582, Citation Number 1, Item Number 5 and was confirmed as a final order on 05/31/16, with respect to a workplace located at 12 Montclaire Road, Lot 19, Medford NJ. NOTE: IN ADDITION TO ABATEMENT CERTIFICATION, THE EMPLOYER IS REQUIRED TO SUBMIT ABATEMENT DOCUMENTATION FOR THIS ITEM, FAILURE TO COMPLY WILL RESULT IN AN ADDITIONAL PENALTY OF $1000.00 IN ACCORDANCE WITH 29 CFR 1903.19.
