29 CFR 1926.451(f)(7): Scaffolds shall be erected, moved, dismantled, or altered only under the supervision and direction of a competent person qualified in scaffold erection, moving, dismantling or alteration. Such activities shall be performed only by experienced and trained employees selected for such work by the competent person. On or about October 17, 2018 and prior to, located on the elevated water tower storage tank system the erection, movement or alteration of powered single-point adjustable suspension scaffolding systems were not being directed under the supervision of a qualified competent person in that a qualified competent person did not supervise the erection, movement or alteration of scaffold systems to assure the single-point adjustable suspension scaffolding systems suspension lines wire rope sling anchor point abrasion protection, independent lifelines anchor point abrasion protection and prompt rescue were erected or utilized in a safe condition exposing employees to fall potentials in excess of 65 feet. V & T Painting, LLC was previously cited for a violation of this occupational safety and health standard or its equivalent standard CFR 1926.451(f)(7), which was contained in OSHA Inspection Number 1004853, Citation Number 1, Item Number 9-b, Issued on 4/15/2015, with respect to a workplace located at 3599 Oxford Reily Rd. Oxford, OH 45056. This citation became final on 2/5/2016.
