29 CFR 1910.119(f)(1): The employer shall develop and implement written operating procedures that provide clear instructions for safely conducting activities involved in each covered process consistent with the process safety information and shall address at least the following elements: 29 CFR 1910.119(f)(1)(iii): Safety and health considerations: 29 CFR 1910.119(f)(1)(iii)(A): Properties of, and hazards presented by, the chemicals used in the process: a. On or before July 13, 2017, in the employer's Booster Operating Procedures, LP-BX-002, Revision No. 35, Section 7: Safety and Health Considerations, the explosion hazard for TNT (2,4,6-trinitrotoluene) was not included. b. On or before July 13, 2017, in the employer's Booster Operating Procedures, LP-BX-002, Revision No. 35, Section 7: Safety and Health Considerations, the eye and skin contact hazards for PETN (pentaerythritol tetranitrate) was not included. c. On or before July 13, 2017, in the employer's Booster Operating Procedures, LP-BX-002, Revision No. 35, Section 7: Safety and Health Considerations, the explosion hazard for RDX (cyclotrimethylene trinitramine) was not included. d. On or before July 13, 2017, in the employer's Booster Operating Procedures, LP-BX-002, Revision No. 35, Section 7: Safety and Health Considerations, the explosion hazard for HMX (cyclotetramethylene tetranitramine) was not included. Austin Powder Company was previously cited for a violation of this occupational safety and health standard or its equivalent standard 29 CFR 1910.119(f)(1)(iii)(A), which was contained in OSHA inspection number 783282, citation number 2, item number 1 and was affirmed as a final order on January 13, 2014, with respect to a workplace located at 430 Powder Plant Road, McArthur, Ohio 45651.
