29 CFR 1926.451(f)(3): Scaffolds and scaffold components were not inspected for visible defects by a competent person before each work shift, and after any occurrence which could affect a scaffold's structural integrity: a) At the jobsite: The fabricated frame scaffold and scaffold components were not inspected for visible defects such as lack of planking and guardrail systems by a competent person before each work shift. The employer allowed the employees to work on the fabricated frame scaffold without being inspected by a competent person. Observed on or about 03/13/15. Latino Construction, Inc. was previously cited for a violation of this occupational safety and health standard which was contained in OSHA inspection number 314235888, citation number 1, item number 5 and was affirmed as a final order on 12/23/2011, with respect to a workplace located at 1611 W. Montgomery Ave., Philadelphia PA 19121.
