29 CFR 1926.1053(b)(1): Portable ladders were used for access to an upper landing surface and the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface to which the ladder was used to gain access: a) 904 Woodlawn St., Scranton, PA: Employees accessing a residential roof were exposed to a fall of approximately twenty-four (24) feet in that the extension ladder was not extended long enough to allow the ladder side rails to extend at least three (3) feet above the upper lander surface and no grab poles were installed, on or about August 8, 2022. b) 904 Woodlawn St., Scranton, PA: An employee accessing a residential porch roof was exposed to a fall of approximately ten (10) feet in that the extension ladder used was not extended long enough to allow the ladder side rails to extend at least three (3) feet above the upper lander surface and no grab poles were installed, on or about August 8, 2022. Avila's Roofing LLC was previously cited for a violation of this Occupational Safety and Health Standard 1926.1053(b)(1), which was contained in OSHA inspection number 1568957, citation number 1, item number 2 and was affirmed as a final order on May11, 2022, with respect to a workplace located at 1537 West St., Honesdale, PA. Abatement Certification Required.
