29 CFR 1926.503(a)(1):The employer shall provide a training program for each employee who might be exposed to fall hazards. The program shall enable each employee to recognize the hazards of falling and shall train each employee in the procedures to be followed in order to minimize these hazards. This employer continues to fail to ensure employees are trained on the recognition of fall hazards and the procedures to be followed in order to minimize these hazards while framing a new build residential house. The most recent incident of such failure occurred on or before July 20, 2022, at a worksite located at 134 Chapman Drive, Lot 324, Pataskala, Ohio 43062: the employer failed to train employees on the common fall hazards found in residential construction for employees performing framing work. The employer did not ensure that employees performing framing work onsite were effectively trained in the recognition of fall hazards and the fall protection requirements. Clarence M. Brigner III was previously cited for a Repeat violation of this occupational safety and health standard, which was contained in OSHA inspection number 1544329, citation number 2, item number 1 and was affirmed as a final order on 9/28/2021, with respect to a workplace located at 115 Beaman Gates Drive, Lot 273, Pataskala, Ohio 43062. Clarence M. Brigner III was previously cited for a Repeat violation of this occupational safety and health standard, which was contained in OSHA inspection number 1533833, citation number 2, item number 2 and was affirmed as a final order on 9/3/2021, with respect to a workplace located at 7546 Twisted Bark Drive, Canal Winchester, OH 43110 Clarence M. Brigner III was previously cited for a Repeat violation of this Occupational Safety and Health standard or its equivalent standard 29 CFR 1926.21(b)(2) which was contained in OSHA inspection number 1388938, citation number 2, item number 2 and was affirmed as a final order on 06/12/2019, with respect to a workplace located at 6806 Hidden Creek Loop, Galena, Ohio 43021. Clarence Brigner was previously cited for a serious violation of this Occupational Safety and Health standard or its equivalent standard 29 CFR 1926.21(b)(2) which was contained in OSHA inspection number 1318117, citation number 1, item number 1 and was affirmed as a final order on 07/17/2018, with respect to a workplace located at 125 Old Bag Drive, Pataskala, Ohio 43062.
