Text For Citation: 02 Item/Group: 003 Hazard:
29 CFR 1910.176(b): The employer does not ensure material stored in tiers are stacked, blocked, interlocked or limited in height so that it is stable and secure against sliding and collapse: STOCK ROOM: On or about January 22, 2020, the employer did not ensure that inventory stored in the Stock Room was stacked in a stable and secure manner. Employees work in the Store Room on a daily basis and off-load trucks weekly. Cardboard boxes of product were not stacked securely and could topple or slide creating struck-by and or tripping hazards and would provide ample fuel for a fire. a) In the northeast end of the Stock Room in the areas designated for Health/Beauty/Cosmetics and Household Products inventory was stored in unstable piles measuring up to 8 feet high. b) In the northwest end of the Stock Room in the areas designated for Household Consumables and Food/Snacks/Beverages inventory was stored in unstable piles measuring up to 7.5 feet high. c) In the southwest end of the Stock Room in the areas designated for the storage of Stationary/Crafts, and Pet Supplies/Lawn/Garden, product was stored in unstable piles measuring up to 8.5 feet high. d) Immediately behind the door to the front store, in the area designated for the storage of Party Goods, product was stored in unstable piles measuring up to 9 feet high. Dollar Tree Stores, Inc. was previously cited for a violation of this occupational safety and health standard or its equivalent standard 29 CFR 1910.176(b), which was contained in OSHA inspection number 1436770 issued on October 8, 2019, citation number 2, item number 1 and was affirmed as a final order on December 20, 2019, with respect to a workplace located at 166 Patrick Henry Way, Charles Town, WV 25414. To abate this violation, the employer must ensure employees unloading delivered cartons of merchandise from the truck to the store's stock room are being stacked in a stable manner. The employer must ensure employees move merchandise from the stock room to retail shelving prior to the next delivery in order to maintain stacks of cartons at stable heights in lieu of piles, for preventing collapse and struck-by hazards.
