29 CFR 1926.503(a)(1): A training program was not provided to each employee who might be exposed to fall hazards, to enable that employee to recognize the hazards of falling, and be trained in the procedures to be followed to minimize these hazards: On or about April 5, 2019, the employer failed to ensure that employees were trained to recognize falls hazards at the job site and further, had no procedures in place for protecting employees from a potential fall from height hazard. Employees were working at heights of approximately 10.6 feet at a residential job site in order to remove the old gutters of a home and replacing them with new. There was no fall protection or arrest system in place at the time. NOTE: The employer was previously cited for a violation of this occupational safety and health standard or it's equivalent standard which was contained in OSHA Inspection #1055759, citation 1, item 1c, which was affirmed as final order on June 6, 2015, with respect to the workplace located at 1816 35th Street, Lorain OH.
