29 CFR 1926.1053(b)(1): Where portable ladders were used for access to an upper landing surface and the ladder's length allows, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface being accessed. 1) Jobsite: The employer did not ensure that the extension ladder was set with the side rails at least three feet above the landing surface exposing employees to fall hazards of approximately 7 1/2 feet. Condition was noted on or about 1 OCT 2018. ISS Management, LLC., was previously cited for a violation of this occupational safety and health standard or its equivalent standard 1926.1053(b)(1) which was contained in OSHA inspection number 1212426, citation number 1, item number 3, and was affirmed as a final order on 16 JUN 2017, with respect to a workplace located at 9371 Roosevelt Blvd., Philadelphia.
