29 CFR 1926.1053(b)(1): Where portable ladders were used for access to an upper landing surface and the ladder's length allows, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface being accessed: On or about February 27, 2018, at the jobsite located at 8700 Johnson Drive, Sherwood, Arkansas, employees accessed the 10 foot roof via an eight foot stepladder that did not extend at least three feet above the upper landing surface. This condition exposed employees to the hazard of falling to the ground below. Ignacio Arias was previously cited for a violation of this occupational safety and health standard or its equivalent standard 1926.1053(b)(1), which was contained in OSHA inspection number 1177736, citation number 1, item number 2 and was affirmed as a final order on February 15, 2017, with respect to a workplace located at 8707 Woodruff Avenue, Sherwood, Arkansas.
