29 CFR 1926.451(e)(1): When scaffold platforms were more than 2 feet (0.6 m) above or below a point of access, portable ladders, hook-on ladders, attachable ladders, stair towers (scaffold stairways/towers), stairway-type ladders (such as ladder stands), ramps, walkways, integral prefabricated scaffold access, or direct access from other scaffold, structure, personnel hoist, or similar surface was not used. Crossbraces shall not be used as a means of access. On or about January 18, 2017 the employer did not ensure that safe means of access were provided and used when working on scaffolding used for plastering operations. This condition exposed employees to fall hazards above 10 feet. JF Plastering was previously cited for a violation of this occupational safety and health standard or its equivalent standard 29 CFR 1926.451(e)(1), which was contained in OSHA inspection number 477458, citation number 01, item number 001B and was affirmed as a final order on 11/13/2012, with respect to a workplace located at Canutillo Palms, Bldg. 32, Canutillo, TX 79835.
