29 CFR 1910.212(a)(1): Types of guarding. One or more methods of machine guarding shall be provided to protect the operator and other employees in the machine area from hazards such as those created by point of operation, ingoing nip points, rotating parts, flying chips and sparks. Examples of guarding methods are-barrier guards, two-hand tripping devices,electronic safety devices, etc. a. On or about February 7, 2017, located at the upender near the Hot Wheel Grinder, there was a pneumatic lift that lifted railroad wheels. An elbow fitting came within approximately three inches from a fixed railing when its most upward position, exposing the employees to a caught-between hazard. b. On or about February 7, 2017, located at middle foundry inspection table, there was an automated conveyor system that took wheels from an elevator to a lower conveyor. There was an opening of approximately 13 inches when the elevator was at its upper limit. When the elevator lowered a pinch point was created between the elevator and the fixed conveyor body, exposing the employees to a caught-in/caught-between hazard. c. On or about February 7, 2017, located between the Hot Wheel Kiln and upender on the conveyor line, there was a shuttle car that would handle wheels from each conveyor line. The outer portion of the railed car was inadequately guarded and would get within approximately three inches from the guardrails toprail and four inches from the vertical steel column, exposing the employees to a caught-between hazard. d. On or about February 7, 2017, located at the turnstyle that was east of the Drag Cleaner, there was an 18-1/2 inch gap in guarding that did not prevent employee exposure to the rotating turnstyle, thereby exposing the employees to a caught-between hazard. e. On or about February 7, 2016, located on the back side of the hub cutters, there was a conveyor line that transported wheels with unguarded powered rollers, thereby exposing employees to caught-in hazards of the rollers. f. On or about February 8, 2017, in the final inspection booth, an employee operated the wheel turning mechanism that had a pinch point between its frame and a fixed metal desk, exposing the employee to a struck by and caught-in hazard. The Amsted Rail Company was previously cited for a violation of this occupational safety and health standard 1910.212(a)(1), which was contained in OSHA inspection number 1028084, citation number 1, item number 1 and was affirmed as a final order on (date), with respect to a workplace located at 7111 Griffin Road Kansas City, KS 66111.
