29 CFR 1910.272(j)(2)(ii): The employer did not immediately remove any fugitive grain dust accumulations whenever they exceed 1/8 inch (.32 cm) at priority housekeeping areas, pursuant to the housekeeping program, or shall demonstrate and assure, through the development and implementation of the housekeeping program, that equivalent protection is provided: A.) Mattocks Five, Inc. dba Albion Mill, 73 Canal Street, Albion, PA 16401, second floor area, on or about February 10, 2016: Employees are potentially exposed to combustible dust hazards from grain and feed products, including, but not limited to, cracked corn flour. The combustible dust is accumulating on the floor surfaces and upper areas including, but not limited to, beams, trusses and ledges. Dust accumulations range from 1-inch to 8-inches on floor surfaces and 1-inch to 4-inches on upper surfaces. This ongoing violation was most recently observed on April 27, 2016. To abate this ongoing violation, the employer must cleanup dust accumulations and maintain proper housekeeping to ensure that dust accumulations do not reoccur. Mattocks Five, Inc. dba Albion Mill was previously cited for a violation of this occupational safety and health standard or its equivalent standard 1910.272(j)(2)(ii), which was contained in OSHA inspection number 924399, citation number 1, item number 7-a and was affirmed as a final order on June 23, 2014, with respect to a workplace located at 73 Canal Street, Albion, PA 16401.
