29 CFR 1926.451(e)(1): When scaffold platforms were more than 2 feet (0.6 m) above or below a point of access, portable ladders, hook-on ladders, attachable ladders, stair towers (scaffold stairways/towers), stairway-type ladders (such as ladder stands), ramps, walkways, integral prefabricated scaffold access, or direct access from other scaffold, structure, personnel hoist, or similar surface was not used. The frame was used for access: On or about 4/23/2015, at 1530 Joy Lane, Decatur, GA; employees were exposed to fall hazards; a. of 11 feet, six (6) inches to the lower level where an employee was observed taking measurements from the walk boards of the masons scaffold at the far left of the building. b. of 19 feet, three (3) inches to the lower level where the ladder did not extend beyond the 3rd level requiring the employees performing block laying operations to scale the frame to get to the 3rd level. B&C Masonry, Inc. was previously cited for a violation of this occupational safety and health standard or its equivalent standard 1926.451(e)(1), which was contained in OSHA inspection number 314210717, citation number 1, item number 3a and was affirmed as a final order on 8/1/2011, with respect to a workplace located at 845 Scenic Highway, Lawrenceville, GA 30045.
