29 CFR 1926.502(b)(3): Guardrail systems were not capable of withstanding, without failure, a force of at least 200 pounds (890 N) applied within 2 inches (5.1 cm) of the top edge, in any outward or downward direction, at any point along the top edge: a) Work site was located at 605 Pavonia Avenue, Jersey City, NJ 07306 Employees were exposed to fall hazards as a guardrail section on the west side of the 15th floor consisted of a broken midrail that was unserviceable. Violation was observed on or about April 17th, 2019. b) Work site was located at 605 Pavonia Avenue, Jersey City, NJ 07306 Employees were exposed to fall hazards as a guardrail section on the east side of the 15th floor consisted of a bent stanchion that was unserviceable. Violation was observed on or about April 17th, 2019. AJD Construction Co., Inc. was previously cited for a violation of this occupational safety and health standard or its equivalent standard 1926.502(b)(3), which was contained in OSHA inspection number 1079403, citation number 1, item number 1 and was affirmed as a final order on 2/1/2016 with respect to a workplace located at 7 Navy Pier Court, Staten Island, NY.
