29 CFR 1910.101(b): "Compressed gases." The in-plant handling, storage, and utilization of all compressed gases in cylinders, portable tanks, rail tankcars, or motor vehicle cargo tanks shall be in accordance with Compressed Gas Association Pamphlet P-1-1965, which is incorporated by reference as specified in Sec. 1910.6. Safe Handling of Compressed Gases Pamphlet P-1-1965 Section 3.3.8 Protect cylinders from any object that will produce a cut or other abrasion in the surface of the metal. Do not store cylinders near elevators or gangways, or in locations where heavy moving objects may strike or fall on them. Where caps are provided for valve protection, such caps should be kept on cylinders in storage. a) On or about August 17, 2022, at the facility located at 1602 N 8th Street, Manitowoc, WI 54220, the employer stored compressed gas cylinders containing chlorine were in an area where a heavy moving object may strike or fall on them, exposing employees to the hazards associated with chlorine. Four compressed gas cylinders containing chlorine gas were stored in the Cylinder Storage where they could be struck by forklifts.
