29 CFR 1915.73(d): When employees were exposed to unguarded edges of decks, platforms, flats, or similar flat surfaces, more than 5 feet above a solid surface, the edges were not guarded by adequate guardrails meeting the requirements of 29 CFR 1915.71(j)(1) and (2). In the Alternative 29 CFR 1915.77(c): When employees were working aloft, or elsewhere at elevations more than 5 feet above a solid surface, either scaffolds or a sloping ladder, meeting the requirements of Subpart E- Scaffolds, Ladders, and Other Working Surfaces, were not provided to afford safe footing, and employees were not protected with safety belts or lifelines meeting the requirements of 29 CFR 1915.159 and 1915.160. a.) Colonna's Shipyard, Inc., Barge Gun Powder: On or about 05/12/14, fall protection was not provided for employees working on the deck of the barge, thereby exposing the employees to a potential fall of over 18' to the ground. Colonna's Shipyard, Inc. was previously cited for a violation of this occupational safety and health standard or its equivalent standard 29 CFR 1915.73(d), which was contained in OSHA inspection number 309734663, citation number 1, item number 6 and was affirmed as a final order on 09/28/10, with respect to a workplace located at 400 East Indian River Road, Norfolk, VA 23523. Abatement certification required within 10 days after abatement date. The certification shall include a statement that abatement is complete, date and method of abatement, and states employees and their representatives were informed of this abatement.
