29 CFR 1910.1200(h)(3)(iv): The details of the hazard communication program developed by the employer, did not include an explanation of the labels received on shipped containers and the workplace labeling system used by their employer; the safety data sheet, including the order of information and how employee could obtain and use the appropriate hazard information: a) EODMU-5, Bldg.2113, Naval Base Guam - On or about February 10, 2014 and at times prior thereto, the employer failed to train potentially exposed employees on the new label elements (e.g. pictograms and signal words) and the new SDS formation by December 2, 2013 as required by the revised Hazard Communication Standard. Employees use hazardous chemicals such as but not limited to flammable paint thinner and welding gases, hydrochloric acid, and Quikrete at the work site.
