29 CFR 1926.503(c)(3): Inadequacies in an affected employee's knowledge or use of fall protection systems or equipment indicate that the employee did not retain the requisite understanding or skill: On or about December 04, 2024, on the northeast side of the residential construction, employees were working at heights greater than 6 feet without any form of fall protection while performing framing activities, indicating employees did not retain the requisite understanding or skill. Miguel Contreras was previously cited for a violation of this occupational safety and health standard or its equivalent standard 1926.503(c)(3), which was contained in OSHA inspection number 1744662, citation number 1 , item number 3 and was affirmed as a final order on 07/01/2024, with respect to a workplace located at 13905 Lorenz Ave El Paso, TX, 79928.
