29 CFR 1926.1053(b)(1): Where portable ladders were used for access to an upper landing surface and the ladder's length allows, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface being accessed. Ladders used for access to upper landing surfaces do not extend at least 3 feet above the upper landing. The employer does not require that ladders extend at least three feet above the upper landing while framing a residential building. This violation was most recently observed on or about February 21, 2024 at 7549 Peyton Parkway (Lot 4), Verona, WI 53593 where three employees were accessing the top of framed walls and trusses utilizing a portable step ladder that did not extend at least three feet above the upper landing. To abate this violation, the employer must ensure that when ladders used to access an upper landing, the ladder side rails extend at least 3 feet above the upper landing surface being accessed. GL Construction of Madison LLC was previously cited for a violation of this Occupational Safety and Health Standard 29 CFR 1926.1053(b)(1), which was contained in OSHA inspection number 1526850, citation number 1, item number 2 and was affirmed as a final order on September 28, 2021, with respect to a workplace located at 2799 Endive Drive, Fitchburg, WI 53711.
