29 CFR 1926.1053(b)(1): Where portable ladders were used for access to an upper landing surface and the ladder's length allows, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface being accessed: a. At the Carport Roof Eave of a temporary residential work site located at 5923 Cedar Hills Boulevard in Jacksonville, Florida 32210: On or about January 25, 2024, the employer exposed employees to a 10 1/2-foot fall hazard, in that the side rails of a potable extension ladder were not extended at least three feet above the roof landing, as employees utilized the ladder to enter and exit the roof area. Quality Labor Source, LLC was previously cited for a violation of this occupational safety and health standard or its equivalent standard 29 CFR 1926.1053(b)(1), which was contained in OSHA inspection number 1576370, Citation Number 1, Item Number 2-a and was affirmed as a final order on July 14, 2022, with respect to a workplace located at 601 Stonehill Place, Saint Augustine, Florida 32092.
