29 CFR 1926.1053(b)(1): When portable ladders are used for access to an upper landing surface, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface to which the ladder is used to gain access: a) Lot# 179 Austin Meadows, Manlius, NY: On or about 3/27/2023, the employer did not ensure that ladder used for roof access onsite was 3 feet (.9 m) above the upper landing surface being accessed. Phil Cousineau DBA PVC Exteriors was previously cited for a violation of this occupational safety and health standard or its equivalent standard 1926.1053(b)(1), which was contained in OSHA inspection number 1386793, citation number 2, item number 2 and was affirmed as a final order on 08/21/2020, with respect to a workplace located at Lock Street Baldwinsville, NY 13027. Phil Cousineau DBA PVC Exteriors was previously cited for a violation of this occupational safety and health standard or its equivalent standard 1926.1053(b)(1), which was contained in OSHA inspection number 1396006, citation number 1, item number 4 and was affirmed as a final order on 08/21/2020, with respect to a workplace located at Hollyshire Way, Lot #25, Clay, NY 13041.
