Text For Citation: 02 Item/Group: 002 Hazard:
29 CFR 1926.1053(b)(1): Where portable ladders are used for access to an upper landing surface and the ladder's length allows, the ladder side rails do not extend at least 3 feet (.9 m) above the upper landing surface being accessed: a. Employees using ladders to access the roof are not protected from fall hazards by extending the ladder 3 feet above the landing. The employer fails to assure effective protections against falls as required by the standard, as demonstrated on April 26, 2022, when 5 employees using a ladder to access a commercial roof at 1285 St Johns Parkway, Saint Johns, Florida, are exposed to a 12 feet 8 inch fall hazard to the lower level in that the ladder does not extend 3 feet above the landing. Lewis Walker Roofing, Inc. was previously cited for a violation of this occupational safety and health standard or its equivalent standard 1926.1053(b)(1), which was contained in OSHA inspection number 1258051, citation number 1, item number 1(c), and was affirmed as a final order on October 12, 2017, with respect to a workplace located at 3901 SW 20th Avenue, Gainesville, FL 32607.
