29 CFR 1917.30(a)(2)(ii):The emergency action plan did not include procedures to be followed by employees who remain to operate critical plant operations before they evacuate. a) CSX Curtis Bay Coal Terminal - Employees working near the transfer tower to unclog the blocked hatchway feeders' employees exposed to coal dust and methane gas which are condition for explosion hazard. However the employer failed to develop a site specific emergency action plan that would include procedures to be followed by employees responsible for plant operations, on or about 12/30/2021. In accordance with 29 CFR 1903.19(c), abatement certification is required for this violation (using the Certification of Corrective Action Worksheet).
