29 CFR 1926.503(a)(1):The employer shall provide a training program for each employee who might be exposed to fall hazards. The program shall enable each employee to recognize the hazards of falling and shall train each employee in the procedures to be followed in order to minimize these hazards. The employer does not provide a training program or train each employee who is exposed to fall hazards while performing roofing work to recognize the hazards of falling and the procedures to minimize those hazards. This most recently occurred on December 2, 2021 at a construction site located at 4694 Wyoga Lake Rd, Stow, Ohio 44224. Employees were exposed to fall hazards of 9.4 feet or greater from the roof to the ground while removing and installing roofing material on a residential structure. To abate this hazard in the future, the employer must ensure employees are provided with a fall hazard training program that enables each employee to recognize fall hazards and the procedures to minimize fall hazards in accordance with this standard, and that no employees are permitted to work from elevations six (6) feet of greater without being provided fall protection systems or devices. Pursuant to 29 CFR 1903.19, the employer must submit documents describing the steps they are taking to ensure compliance, including an explanation of how these steps protect its employees from fall hazards. Ivan Lowky DBA ILS Construction was previously cited for a violation of this occupational safety and health standard or its equivalent standard (1926.503(a)(1) Training), which was contained in OSHA inspection number 1403087, citation number 01, item number 01 and was affirmed as a final order on 10/7/2019, with respect to a workplace located at 4800 Cleague Rd, NORTH OLMSTED, OH 44070.
