29 CFR 1926.1053(b)(1): Where (a) portable ladder(s) was/were used for access to an upper level landing surface and the ladder's length did not allow the ladder side rails to extend at least 3 feet (0.9 m) above the upper landing surface being accessed, the ladder was not secured at its top to a rigid support that will not deflect, and/or a grasping device was not provided to assist employees in mounting and dismounting the ladder: a- 135 Garden Hills, Lakewood NJ: An employee was exposed to fall hazards, in excess of 24 feet to the ground surface below, when using an unsecured, portable aluminum extension ladder whose side rails did not extend at least 3 feet above the upper landing surface being accessed. Condition observed on or about 01/30/19. Navy Contractor's Inc. was previously cited for a Serious violation of this occupational safety and health standard or its equivalent standard 29 CFR 1926.1053(b)(1), which was contained in OSHA inspection number 1334250, citation number 1, item number 1 and was affirmed as a final order on 10/23/18, with respect to a workplace located at 1509 East Livingston Street, Allentown PA. NOTE: IN ADDITION TO ABATEMENT CERTIFICATION, THE EMPLOYER IS REQUIRED TO SUBMIT ABATEMENT DOCUMENTATION FOR THIS ITEM, FAILURE TO COMPLY WILL RESULT IN AN ADDITIONAL PENALTY OF $1000.00 IN ACCORDANCE WITH 29 CFR 1903.19.
