29 CFR 1926.501(b)(13): Each employee engaged in residential construction activities 6 feet (1.8 m) or more above lower levels is not protected by guardrail systems, safety net system, or personal fall arrest system, nor were employees provided with an alternative fall protection measure under another provision of paragraph 1926.501(b): Frame Q does not ensure that employees use appropriate fall protection while engaged in residential construction activities 6 feet (1.8 m) or more above lower levels. This violation was most recently observed, on or about July 11, 2018, at 417 3rd Street, Palisades Park, NJ, at instance (a): Exterior Framing- where an employee was engaged in wood framing activities and was exposed to fall hazards of approximately 18 feet while standing on top of the framing next to the exterior edge without any method of fall protection and at instance (b): Front Exterior- where employees entering and exiting the structure from the front were exposed to fall hazards of approximately 9 feet while walking across a plank connected to the front stairs. Employees walking across the plank were not protected by any method of fall protection. To abate both instances of this violation the employer must ensure that its employees performing framing work are protected from falls and that no employee is allowed to be exposed to a fall hazard of 6 foot or more without adequate fall protection. Abatement documentation is required for this item in accordance with the requirements of 29 CFR 1903.19(d). Frame Q LLC was previously cited WILLFUL for a violation of this occupational safety and health standard or its equivalent standard 29 CFR 1926.501(b)(13), which was contained in OSHA inspection number 1076348, citation number 01, item number 01 and was affirmed as a final order on 03/07/2018, with respect to a workplace located at 462 2nd St Palisades Park, NJ 07650. Frame Q LLC was previously cited WILLFUL for a violation of this occupational safety and health standard or its equivalent standard 29 CFR 1926.501(b)(13), which was contained in OSHA inspection number 1042114, citation number 02, item number 01 and was affirmed as a final order on 03/07/2018, with respect to a workplace located at 27 Maple Ave, Mahwah, NJ 07430.
