29 CFR 1910.147(d): Application of control. The established procedures for the application of energy control (the lockout or tagout procedures) shall cover the following elements and actions and shall be done in the following sequence: (a) On or about Feb 22, 2018, employees cleaning the rubber roll on the release station on the #475 Coater Line, were not required to: turn off and shut down the machines, physically locate and operate energy isolating devices in such a manner as to isolate the machine or equipment from the electric, pneumatic and vacuum energy sources, affix lockout or tagout devices to each energy isolating device. (b) Employees cleaning the blade and bar on the Wintech rewinder on the #475 Coater Line, were not required to: turn off and shut down the machines, physically locate and operate energy isolating devices in such a manner as to isolate the machine or equipment from the electric, pneumatic and vacuum energy sources, affix lockout or tagout devices to each energy isolating device. Troy Laminating and Coating, Inc. was previously cited for a violation of this occupational safety and health standard, or its equivalent standard, which was contained in OSHA inspection number 892734, Citation Number 1, Item Number 1 and Citation 2, Item 3, and was affirmed as a final order on August 21, 2013, with respect to a workplace located at 421 S. Union Street, Troy, OH 45373.
