29 CFR 1926.1053(b)(1): Where a portable ladder(s) was used for access to an upper level landing surface and the ladder's length did not allow the ladder side rails to extend at least 3 feet (0.9 m) above the upper landing surface being accessed, the ladder was not secured at its top to a rigid support that will not deflect, and a grasping device was not provided to assist employees in mounting and dismounting the ladder. The employer is failing to protect employees from fall hazards associated with the use of portable metal ladders while engaged in residential roofing activities. This was most recently documented on or about December 18, 2017 at a jobsite located at Lot 9, Block Q, Waters Edge St. 1100 E. Derby, Kansas 67037. Employees engaged in residential roofing activities, using portable metal ladders, were exposed to fall hazards of approximately 10 and 16 feet from the eave to the ground below in that the ladders being used did not extend at least 3 feet above the eave and were not secured. a) The Louisville 20 foot aluminum portable extension ladder, model W-2328-20, duty rating 200lbs., at the front of residence. The fall height was approximately 10 feet from the eave to the ground below. b) The Werner 28 foot aluminum portable extension ladder, model D1328-2, duty rating 250 lbs., at the rear of residence. The fall height was approximately 16 feet from the eave to the ground below.
