29 CFR 1926.1053(b)(1): Where portable ladders are used for access to an upper landing surface and the ladder's length allows, the ladder side rails do not extend at least 3 feet (.9 m) above the upper landing surface being accessed: a. Employees using ladders to access the roof are not protected from fall hazards by extending the ladder 3 feet above the landing. The employer fails to assure effective protections against falls as required by the standard, as demonstrated on February 3, 2017, when 6 employees using a ladder to access a residential roof at 30 Milliken Lane, Saint Augustine, Florida, are exposed to a 6 feet fall hazard to the lower level in that the ladder does not extend 3 feet above the landing. Great White Construction was previously cited for a violation of this occupational safety and health standard or its equivalent standard 1926.1053(b)(1), which was contained in OSHA inspection number 447093, citation number 1, item number 3, and was affirmed as a final order on June 27, 2012, with respect to a workplace located at 12957 Everett Street, Jacksonville, FL 32225. Great White Construction was previously cited for a violation of this occupational safety and health standard or its equivalent standard 1926.1053(b)(1), which was contained in OSHA inspection number 1147180, citation number 1, item number 2 and was affirmed as a final order on October 11, 2016, with respect to a workplace located at 14609 Swansea Court, Jacksonville, FL 32258.
