29 CFR 1926.451(c)(2): Supported scaffold poles, legs, posts, frames, or uprights did not bear on base plates, mud sills or other adequate firm foundation: On or about January 18, 2017 the employer did not ensure that a scaffold was erected with base plate(s) prior to allowing employees on the structure. This condition exposed employees to fall hazards above 10 feet due to the scaffolding tipping or collapsing. JF Plastering was previously cited for a violation of this occupational safety and health standard or its equivalent standard 29 CFR 1926.451(c)(2), which was contained in OSHA inspection number 477458, citation number 01, item number 001A and was affirmed as a final order on 11/13/2012, with respect to a workplace located at Canutillo Palms, Bldg. 32, El Paso, TX 79835.
