29 CFR 1926.1053(b)(1): Portable ladders were used for access to an upper landing surface and the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface to which the ladder was used to gain access: a) Worksite - The employer does not ensure that portable ladders are being set to the correct working length. This violation was most recently observed at 2020 Washington Blvd., Easton, PA on May 25, 2016, when employees engaged in roofing work were using portable ladders for access that did not have their side rails extended at least three (3) feet. The employer's ongoing obligation is to ensure that portable ladders are properly set for the duration of their use. Station Builders was previously cited for a violation of this occupational safety and health standard, 29 CFR 1926.1053(b)(1) which was contained in OSHA inspection number 1106727, citation number 1, item number 3 and was affirmed as a final order on April 26, 2016, with respect to a workplace located at 103-107 Alter Street, Philadelphia, PA.
