29 CFR 1926.451(c)(2): Supported scaffold poles, legs, posts, frames, or uprights did not bear on base plates, mud sills or other adequate firm foundation: a) Jobsite- The poles of the scaffold were placed on construction debris that did not provide an adequate firm foundation, exposing the employees to falls of up to thirty (30) feet. Observed on or about 15 SEP 2015. Cristian Sanchez dba MSJ Contractors, LLC was previously cited for a violation of this occupational safety and health standard or its equivalent standard, which was contained in OSHA inspection number 981415, citation number 1, item number 2, and was affirmed as a final order on 08/13/2014 with respect to a workplace located at 1826 Norris Avenue, Philadelphia, PA.
