29 CFR 1910.272(j)(1): The employer did not develop and implement a written housekeeping program that establishes the frequency and method(s) determined best to reduce accumulations of fugitive grain dust on ledges, floors, equipment, and other exposed surfaces: A.) Mattocks Five, Inc. dba Albion Mill, 73 Canal Street, Albion, PA 16401, second floor area, on or about February 10, 2016: The employer is not developing, implementing, or maintaining a written housekeeping program. Employees are potentially exposed to combustible dust hazards from the accumulation of grain and feed products including, but not limited to, cracked corn flour. The combustible dust is accumulating on the floor surfaces and upper areas including, but not limited to, beams, trusses, and ledges. This ongoing violation was most recently observed on April 5, 2016. To abate this ongoing violation, the employer must develop, implement and maintain a written housekeeping program addressing combustible dust accumulations. Mattocks Five, Inc. dba Albion Mill was previously cited for a violation of this occupational safety and health standard or its equivalent standard 1910.272(j)(1), which was contained in OSHA inspection number 924399, citation number 1, item number 7-b and was affirmed as a final order on June 23, 2014, with respect to a workplace located at 73 Canal Street, Albion, PA 16401.
