29 CFR 1926.1053(b)(1): Where portable ladders were used for access to an upper landing surface and the ladder's length allows, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface being accessed: (a) On or about December 21, 2015, Premier Roofing Company, LLC, as a controlling and exposing employer, did not ensure Walter Construction, LTD protected their employees from falls of up to 25 feet while accessing the roof of a three story residential building from a portable ladder that did not extend at least three feet above the surface being accessed. An employee of Premier Roofing Company, LLC was also exposed to this hazard. Premier Roofing Company, LLC was previously cited for a repeat violation of this Occupational Safety and Health Standard 29 CFR 1926.1053(b)(1) or its equivalent which was contained in OSHA inspection 946469, Citation 1, Item 2, and was affirmed as a final order on May 5, 2014, with respect to a workplace located at 548 Fox Run Circle, Colorado Springs, CO 80921. Premier Roofing Company, LLC was previously cited for a violation of this Occupational Safety and Health Standard 29 CFR 1926.1053(b)(1) or its equivalent which was contained in OSHA inspection number 106493, Citation 1, Item 4a, and was affirmed as a final order on April 4, 2012, with respect to a workplace located at 548 Fox Run Circle, Colorado Springs, CO 80921. This citation became final on May 5, 2014.
