29 CFR 1926.451(e)(1): When scaffold platforms were more than 2 feet (0.6 m) above or below a point of access, portable ladders, hook-on ladders, attachable ladders, stair towers (scaffold stairways/towers), stairway-type ladders (such as ladder stands), ramps, walkways, integral prefabricated scaffold access, or direct access from other scaffold, structure, personnel hoist, or similar surface was not used. Cross braces were used as a means of access. The employer does not ensure that employees have a ladder, stairway, or ramp to access a scaffold. This violation occurred on or about February 2, 2015 when employees were exposed to a fall hazard while doing masonry work from the second level of a scaffold without adequate access. Gertrudis Rios DBA Rios Bricklaying Contractors, Inc. was previously cited for a violation of this occupational safety and health standard or its equivalent standard 29 CFR 1926.451(e)(1), which was contained in OSHA inspection number 1013471, citation number 1, item number 3 and was affirmed as a final order on January 7, 2015, with respect to a workplace located at 1860 Leela Springs Dr, Conroe TX 77304. Gertrudis Rios DBA Rios Bricklaying Contractors, Inc. was previously cited for a violation of this occupational safety and health standard or its equivalent standard 29 CFR 1926.451(e)(1), which was contained in OSHA inspection number 1013466, citation number 1, item number 1 and was affirmed as a final order on January 7, 2015, with respect to a workplace located at 1824 Leela Springs Dr, Conroe TX 77304. Pursuant to 29 C.F.R. 1903.19, within ten (10) calendar days of the abatement date, the employer must submit documentation showing that it is in compliance with the standard, including describing the steps that it is taking to ensure that employees have proper access to the scaffold platform.
