29 CFR 1910.95(d)(1):When information indicated that any employee's exposure equaled or exceed the 8-hour time-weighted average of 85 decibels, the employer did not develop and implement a monitoring program: On or about July 29, 2020, the employer failed to develop and implement a monitoring program to assess the noise level in the facility. a). On or about July 29, 2020, an employee spray painting(priming) was exposed to continuous noise at 103.2% of the action level (time weighted average sound level of 85 dBA) or equivalent sound level of approximately 90.2 dBA during the 470 minute sampling period; exposure calculations included a zero increment for the 10 minutes not sampled. b). On or about July 29, 2020, an employee spray painting was exposed to continuous noise at 131.42% of the action level (time weighted average sound level of 85 dBA) or equivalent sound level of approximately 92 dBA during the 450 minute sampling period; exposure calculations included a zero increment for the 30 minutes not sampled. The Bob Sumerel Tire Company Inc. was previously cited for a violation of this occupational safety and health standard or its equivalent standard 1910.95(d)(1), which was contained in OSHA inspection number 1277909, citation number 1, item number 2/b and was affirmed as a final order on 6/6/2018, with respect to a workplace located at 55 Leetsdale Industrial Drive, Leetsdale, PA 15056.
