29 CFR 1910.147(c)(7)(i): The employer did not provide training to ensure that the purpose and function of the energy control program was understood by employees and that the knowledge and skills required for the safe application, usage, and removal of the energy controls are acquired by employees. The employer does not provide training to ensure that the purpose and function of the energy control program is understood by employees and that the knowledge and skills required for the safe application, usage, and removal of the energy controls are acquired by employees. This violation was most recently observed on or about October 18, 2017 at a worksite at 19 Bailey Street, Plains, PA, when employees performed servicing and maintenance on machinery with multiple sources of energy to include, but not limited to: 1. International Paper Box Machine Company Swifty Right Angle Model FZ Gluers (Serial Nos. 397, 602, 639) 2. International Paper Box Machine Company Swifty Right Angle Model KH Gluers (Serial Nos. 101, 102) 3. International Paper Box Machine Company Window Machine Model 5A (Serial No. 146) 4. Zerand Printing, Stripping, and Die Cutting Machines (#1, #2, #3) To abate this violation, the employer must provide training to ensure the purpose and function of the employer's energy control program is understood and the knowledge and skills are required for the safe application and removal of the energy control are acquired. Midvale Paper Box Company was previously cited for a violation of this occupational safety and health standard or its equivalent standard (1910.147(c)(1)), which was contained in OSHA inspection number 954509, citation number 1, item number 2 and was affirmed as a final order on 2/20/2014, with respect to a workplace located at 19 Bailey St, Plains Twp, PA.
