29 CFR 1926.502(f)(3): No employee shall be allowed in the area between a roof edge and a warning line unless the employee is performing roofing work in that area: -The employer did not ensure that employees that were not performing work were allowed in the area between the roof edge and the warning line in the employee acting as the safety monitor was standing outside of the warning line system, exposed to a potential fall height in excess of 40'.
