29 CFR 1910.23(c)(3): Regardless of height, open-sided floors, walkways, platforms, or runways above or adjacent to dangerous equipment, pickling or galvanizing tanks, degreasing units, and similar hazards were not guarded with a standard railing and toe board: The employer did not ensure that each employee was protected from fall hazards by the use of standard guardrail systems or other necessary devices. Potential fall hazards include; but are not limited to, the following: a. On or about 05/06/2015, the continuous caster sluiceway located under the rollout table had a fall hazard opening of approximately 4 feet wide by 4.5 feet long and 62 inches deep. Employees were exposed to falls into the sluicewayl. b. On or about 05/08/2015, the elevated platform section of the cross over staircase located in the hot roll mill department, by the PLM control room, did not have a standard guard railing on each side of the platform. Employees use the cross over to access the hydraulic parts and equipment room. Employees were exposed to falls onto the (hot) blooms/slabs which travel on the run-out rolls below the platform. The TimkenSteel Corporation (formerly known as: The Timken Company) was previously cited for a violation of this occupational safety and health standard or its equivalent standard 29 CFR. 1910.23(c)(3), which was contained in OSHA inspection number 462358, citation number 02, item number 01 and was affirmed as a final order on July 01,2013 with respect to a workplace located at 2401 Gambrinus Ave., SW, Canton, OH 44706.
