29 CFR 1926.651(k)(1): Daily inspections of excavations, the adjacent areas, and protective systems were not made by a competent person prior to the start of work, or as needed throughout the shift, for evidence of a situation that could result in possible cave-ins, indications of failure of protective systems, hazardous atmospheres, or other hazardous conditions. a) On April 19, 2022 and times prior the competent person on site did not conduct inspections throughout the work shift to adequately evaluate the changing scope of work and conditions of an excavation where employees worked to install a new a commercial water line. Protective systems were not used as the excavation depth ranged from 5.7 to 6 feet deep. Knife River Corporation - Northwest was previously cited for a violation of this occupational safety and health standard, which was contained in OSHA inspection number 1242651, Citation number 1, Item number 2a, and was affirmed as a final order on August 24, 2017, with respect to a workplace located on Cameron Street in Kellogg, ID.
