29 CFR 1910.219(d)(1):Guarding. Pulleys, any parts of which are seven (7) feet or less from the floor or working platform, shall be guarded in accordance with the standards specified in paragraphs (m) and (o) of this section. Pulleys serving as balance wheels (e.g., punch presses) on which the point of contact between belt and pulley is more than six feet six inches (6 ft. 6 in.) from the floor or platform may be guarded with a disk covering the spokes. a. On or before October 1, 2020, at the packaging conveyors on line 13, pulleys on the gear box and drive shaft for the roller conveyor were not completely guarded, thereby exposing employees retrieving loose diapers to a caught-in hazard. On or about September 26, 2020, an employee sustained an amputation when the employee's finger got caught in the belt and pulley. Associated Hygienic Products, LLC DBA Domtar Personal Care was previously cited for a violation of this occupational safety and health standard, which was contained in OSHA inspection number 1244923, citation number 1, item number 2a and was affirmed as a final order on October 27, 2017, with respect to a workplace located at 2332 U.S. 42 S., Delaware, Ohio 43015.
