29 CFR 1910.147(c)(4)(i): Procedures were not developed, documented and utilized for the control of potentially hazardous energy when employees were engaged in activities covered by this section: a) Facility, 393 Industrial Park Road, Elysburg, PA: The employer did not develop, document, and utilize specific energy control procedures to control hazardous energy while employees perform servicing and maintenance activities such as cleaning, clearing jams, preventative maintenance, and repair and replacement of parts, belts, gears, and electrical components on machines and equipment with multiple energy sources on or about March 19, 2018. Machinery and equipment included but are not limited to the following: - Boiler (Serial No. 0L093176) (energy sources: electrical, hydraulic, natural gas, steam, thermal) - Shanghai Yaguang Toy Equipment Factory Carding Machines (Model PKS 900) (energy sources: electrical, kinetic) - Popper machine (Serial No. 2009101) (energy sources: electrical, pneumatic, steam, thermal) - Stuffer machines (various manufacturers (energy sources: electrical) In accordance with 29 CFR 1903.19, abatement certification and documentation is required for this violation.
