29 CFR 1926.451(e)(1): When scaffold platforms were more than 2 feet (0.6 m) above or below a point of access, portable ladders, hook-on ladders, attachable ladders, stair towers (scaffold stairways/towers), stairway-type ladders (such as ladder stands), ramps, walkways, integral prefabricated scaffold access, or direct access from other scaffold, structure, personnel hoist, or similar surface was not used. Crossbraces were used as a means of access: On or about October 8, 2014 at the jobsite an employee was observed using the cross braces of a scaffold to access the upper level. San Antonio Lath and Plaster was previously cited for a violation of this occupational safety and health standard or its equivalent standard, which was contained in OSHA inspection number 315172445 citation number 1 item number 1 and was affirmed as a final order on March 21, 2011 with respect to a workplace located at 1000 N. First St. Robstown, TX.
