29 CFR 1926.1053(b)(4): Ladders were used for purposes other than for which they were designed: a) Job site, 6524 State Highway 30, Jeanette, PA: On or about November 20, 2013, during building exterior construction activities, the employer permitted a step ladder to be folded up and leaned against a scaffold and a worker was permitted to climb up/down on it.
