29 CFR 1926.451(g)(1)(vii): Two employee were not protected by the use of personal fall arrest systems or guardrail systems meeting the requirements of paragraph (g)(4) of this section. On or about May 22, 2013, and times prior thereto, two employees on a scaffold more than 10 feet (3.1 m) above a lower level were not protected from falling to the ground level. This conditon exposed employees to fall hazards. Rafael Beltran Plastering was previously cited for a violation of this Occupational Safety and Health Standard or its equivalent standard 1926.451(g)(1), which was contained in OSHA Inspection Number 313500845, Citation Number 01, Item Number 003 and was affirmed as a final order on August 23, 2011, with respect to a workplace located at 7501 N. Mesa, El Paso, TX, 79912.
